Toyota 4Runner won't start. Fuel gauge shows Full. Then when cranking the engine the gauge drops to E?

2003 Toyota 4Runner v6. I tried to go out and start my 4Runner this afternoon and the engine turns over fine, but does not start. I checked the battery voltage and it was fine. I checked the OBD codes using a hand held scanner and it shows no errors. The gas tank was just filled up last night and it was running fine when I parked it. When you turn the ignition on, the fuel gauge goes to F, then when you crank the engine it drops to E immediately. Any ideas? Fuel pump?
