Can I be compensated/reimbursed for child’s expenses from dead beat dad?

Can I be compensated/reimbursed for child’s expenses from dead beat dad? Here’s the thing. Wisconsin Divorce 2000 (after 20 years of marriage) “do it yourself” – 1 child – 16 years old at the time – agree: joint custody- ex pays for son’s health ins and meds. But! Couple days after signing Div papers, deadbeat dad takes off for NC – no contact with son nada. Coerced by Madison, WI family court commission to accept super minimum amount percentage child support because ex is a great charismatic talker and convinced court commission I was a “gold digger” (again I totally regret the “do it yourself” way). Do I have any hope?
