About a strange 'star' in the sky?

If it was in the western or southwestern part of the sky in the evenings, it was probably Venus, which was quite bright at the time. It aligned too close to the Sun to see easily in late March, but now it is quite easy to see in the mornings before sunrise. As to your photo, it seems that the camera was moving slightly while the picture was taken, which would produce that effect you describe.
